Sanitation Tickets

In recent weeks, we have received two Sanitation tickets for a “dirty area” in our front yard. We keep our property clean, and I think these tickets are nonsense. What can I do to successfully dispute them? We never received the original tickets (the ones Sanitation sticks to your door), only the mailed tickets that inform you when the hearing is. On each of the tickets “owner” is written in the name spot, then crossed out and my name filled in. I live in a newer property that now has 3 townhouses on it, but originally held one building. The only reason I mention this is because I have had to straighten out confusion over water bills in the past (the whole property being attributed to my address even though there are now 3 addresses on the lot). I suspect that the ticket was actually intended for one of my neighbors. What can I do? Has anybody successfully defended themselves against a sanitation ticket? How?
