CO-OP makes it own rules.

I own first floor in a Coop, landmark brownstone, I bought it 2 years ago. I had a beautiful deck. Last year the downstairs apartment had water damage to their extension roof due to a blocked drain.
Because their roof was below my deck I was asked to remove the deck so the roof could be repaired. As I was new to the building I did this – at my own expense, hoping to rebuild and replace as per original. Now 2 years later I am finding they are making me provide engineered drawings, and possibly file for permits to rebuild my deck. Should I be asking for compensation, as I am finding myself having to pay huge fees for all the re issue of work , let alone the actual cost of the deck. I feel the Coop are making the rules as we go. Does anybody have any advice on my legal status…. or am I at the mercy of Co-op “law”. I do not want to rebuild my deck and then be fined by the DOB, but I am absorbing expenses above and beyond the call of being a good neighbor.
