Developer Responsibility?

We live in a brownstone that was converted into 4 condos by a developer in 2008. The last condo was purchased in April of 2008.
We have recently learned that the tile needs to be re-grouted in every bathroom in the building. Is this an issue that we should bring to the developer’s attention or should we resolve this ourselves?
