Sash Weights

How should I calculate the proper weight of the sash counter-weights? Do I simply divide the sash weight by two? I’ve read that the combined weight of the counter-weights for the upper sash should be a little heavier than the weight of the sash to ensure the sash stays up, and the opposite for the bottom sash. If so, what is the ideal extra weight – 1/2 pound per sash, 1 pound, something else?
