illegal basement and no of o

Let me start by saying i am not a scammer nor have i ever had the need to learn tenant laws but now i am in a sticky situation. I rented the first two floors of a ft greene brownstone 6 months ago. About a month back a building inspector knocked on the door and told me that the basement of the apt I rented as a two bed could not be used for sleeping. That changes my apt from a two bed to a one bed for all legal purposes. My downstairs roomate moved out because of these issues. It also turns out that there is no c of o on the building. I would like to stay but feel I should be given a significant rent reduction and a refund of the brokers fee. The landlord is being pretty stubborn. Does anyone know who is in the right from a legal standpoint.
