My new neighbor has taken to letting his two medium sized dogs poop and pee in his small (17×40) yard at will. And he hasn’t been cleaning it up at all. As things are warming up, it’s starting to smell, not surprisingly.

I’m starting to get concerned about the health implications since I have a young daughter and the stuff from his yard will inevitably run off into ours to some degree.

Anyone know what the laws say about this? Can you turn your back yard into a dog run with impunity?

Given what I know he paid for the place, he’s probably got the most expensive dog run in the city right now.
