Damn buildings dept: start reno?

Ok, so the damn buildings dept is driving us crazy on our A1 renovation. Everytime we go there with the required documents its something new they need…however, we should be done and have all permits by next Tuesday or Wednesday. My question is how much can we get away with this week with no permits? The place is already gutted and we are building the rear foundation and sub floor. We need to remove the roof next…Im not sure if we should start this without the permits…does anyone have any experiences like this?
