Notice of Revised Property Value

I got one of these where the “market value” of my Brooklyn condo unit jumped from $40,000 to almost $300,000. Anyone have a rational explanation for this? None was included on the Notice, and a call to NYC Finance was useless. The clown I spoke to simply read the form aloud to me over and over again.

I thought condo market values are based on what the unit would rent for but my building doesn’t appear to be listed in the Comparable rentals list on the NYC Finance website. Help! I don’t want to waste money on an appeal if there is some clear explanation for this. Any ideas?
