questions about dry/wet vac

sorry, it pretty retarded question, but what the “wet” means in the Sears dry/wet vac? Does it mean, that it can suck in water? Does it mean that I can put water inside to collect dust more efficiently? Or it means, that the vac can work under water?

Also I use HEPA filters in my vac and I have to change them very often or the vac looses it efficiency when I vacuum dust. It does not sound right.

please advice.
