strong smell of oil

I attended the inspection of a home that I bid on today and there is a small room in the basement (under the enclosed porch added to the home) where the oil tank used to be. The tank was removed years ago, but the ordor remains. It doesn’t look like the floor is oily or particularly dirty. The inspector says it’s nothing to worry about. True? Is there a way to seal te order in with some kind of paint?
