waterproofing an exterior wall

We have a formerly enclosed porch that was converted into a laundry room and the exterior wall seems to have some seepage problems. As best as we can tell, the water comes in where the cement/bricks are crumbling. There is a 4 foot cement slab outside the back door and exterior side wall and it drains away from the structure. There is also a roof gutter sytem that runs into a drywell in the middle of the back yard. If I call someone to come out and re-stucco and/or rebrick the 2 foot high wall along the side, will that help? It is a wood shingle house, right now we have gutted that room down to the cement slab (which is a “rat slab” not a think one). Or, if we pour more concrete on the rat slab we could bring that room up to or above grade (it is about 2 inches below now). WDYT?
