inspection of meters on heating-oil truck

I think that the NYC Department of Consumer Affairs is no longer continuing to inspect and monitor the meters on heating-oil delivery trucks. I started checking into this when I found that our coop used 35% more oil last heating season (2007-08) than in previous years. NYC Consumer Affairs has articles on the web from 2006

and earlier, about how they annually inspect the meters on 1,000 heating-oil delivery trucks. However, there is no information for 2007 or later, and when I called Consumer Affairs, I was informed that there had been a lot of layoffs and they were no longer doing routine inspections of these meters.
So, not only is the price of oil skyrocketing, but also there is no guarantee that the oil-truck meters are accurate.
