illegal ad on brownstone?

Hi everyone-

We rent an apt in a Brooklyn brownstone. Our landlord recently let a rental agency hang an advertisement on the fence. None of the apts in our building are for rent so this is just a general ad for the rental agency. Is this legal to do? It look horrible to have this hanging out there on the front fence.
