vibration from city sewage line replacement

The city has begun to replace the water and sewage lines in my street. The vibration is already shaking my 100 year old frame house. I was told by the workers that this isn’t anything yet: when they get to the large sewage lines, they will be digging 25 feet deep and driving in steel pilings. By the way, this will be done in mid winter when the ground is hardest. Has anyone had this experience and should I be hiring a structural and/or vibration engineer? Also, is this kind of work usually done at this time of year?
