Pre-War Condo & Potential Development Problem?

I was hoping someone could help me out with this. The pre-war mid-rise building in the picture is undergoing a condo conversion. If you look closely, you’ll see there is a 25X100 building in the forefront, which is a separate structure and houses commercial spaces. The mid-rise and the small building in front are owned by two different entities. Would it ever be possible for the owner of the smaller building to develop his site and build up–therefore blocking off that 1/4 of the pre-war building behind it? (The small building is 10,000+ under FAR.) I’m considering a unit on that side of the building and am wondering if that is a remote possibility or if it’s completely off-the-wall paranoid. Thanks.
