C of O – Changing co-op from 8 to 7 units

My husband and I own a ground floor 2-bedroom coop in an 8-unit building in Park Slope. The final sponsor owned unit, located directly above us, is about to hit the market. We, along with the owners of the other second floor unit, would like to purchase and split the unit. We would spiral up and they would break through a load bearing wall. An architect has confirmed that this action is structurally feasible. However, it would require amending the C of O from 8 units to 7 which I understand is an Alt 1. Any thoughts has to how difficult the DOB filings and paperwork would be? Exactly what is the critical path and what are the temporal restraints (e.g. you can only apply for four temporary C of O which is roughly a year). TIA Of course we would like to do this quickly and as cheaply as possible.
