clanking pipes

it seems that whenever our 3rd/2nd floor tenants take a shower the pipes really knock alot in the basement near the water heater. of course they wake up much earlier than us 5:30 to get a start on the day so it’s really annoying trying to sleep through the clunking.
is there anything that could be done, like bleeding pipes or something?
