Roof (extension) Deck question

OK, this is just sort of a hypothetical question here. I rent in a brownstone. I am on the 3rd floor of a 4-family. The owners live downstairs and they treat us like family, and I plan to stay there a long time. The only thing I don’t like about the apartment is that there is no outdoor space. However, the first two floors have an extension in the back, so outside of my window is the roof (about 8×15) of the extension. What would the feasibility be of building a small roof deck on top of the extension? Would you need a permit or something? How much do you think it would cost for a contractor to put up a railing and a deck? Any other issues I should be thinking about?
