Can a Garden Level Apt. be Converted as a legal Seperate Unit?

I own a Limestone Building in Cypress Hills which has a Garden Level Apt, Kitchen, bath, entrance and exit already exists, additionally there are 6 ft ceilings, however my home is listed as a One Family and I would like to make the necessary changes in order to convert this apt. and make this a Two Family home – anyone have any experience with this, and what steps should be taken? Thanks.
