How to care for wrought iron fence

My new house has a wrought iron railing and fence in the front. I’ve noticed that there are a few patches where the black surface has rusted off. Is it necessary to chip off the whole top layer and repaint, or is there something I can do to just those few patches to stop the deterioration?
