Fixing a downspout

There’s a sleeve missing which connected two pipes of our downspout just below the gutter on our brownstone. It’s 5 stories tall and doesn’t seem like it could be fixed from the roof. Does anyone know a gutter & downspout company with a long ladder who might be willing to perform this simple fix for us without charging us one arm and one leg?
