Licensed electrician fees

A prior tenant damaged the wiring behind the electric panel in the basement and so ConEd required a certified electrican to call in to have an appt to open the panel so the elecrician could access it. ConEd tells me that an electrician should be able to get an appt with a very small window, or ConEd will even call when on their way. I can’t be there to let the ConEd in (and they won’t even give me an appt) and the electician now wants to charge me quite a bit extra for the time he apparently had to wait for ConEd to arrive. He says he couldn’t get an fixed appt with ConEd (and didn’t want to push it he say for fear of being blacklisted). Does this seem fair?
