Deck Permits

I have exclusive roof rights at a small condo building in the North Slope (three units, of which I own the top two). From what I understand, I can deck in 20% without a permit. If I want to deck more than that I need to get a permit. What does that involve? How do I do about getting a permit? How much should I generally expect to spend getting a permit and how much time will it take?
