Premier Pediatrics, which, according to its website, already has two locations in Brooklyn, will be opening an office in the rental at 110 4th Avenue, on the corner of Warren Street. It's nice to see a ground-floor tenant of any stripe in a new 4th Avenue building.

Walked by here the other night and was nicely surprised to see almost all the units looked occupied with many lights on.

Also saw that retail space and was wondering what was coming in.

This building doesn't look terrible in person and was thinking how nice it is to be adding all these people along this corridor even if some of the buildings farther down leave a lot to be desired in the aesthetics department.

This one's ok. I bet it's a nice place to rent.

Why would the children be using the elevator when the office on the first floor? They won't even be entering in the same door the tenants do, most likely.

I think a doctors office is a nice tenant to have. I wouldn't mind it one bit.

For parents with sick kids in the building, it's a big bonus, actually. I guess that's where Rob's theory kicks in. Although the average number of sick kids pushing buttons in this building shouldn't be different than in any other building in the city.

Not to nitpick, but the original post isn't correct. They don't have 2 offices in Brooklyn already. They have one in Brooklyn and one in Manhattan. They are closing their 7th Ave office next to Methodist and moving to this new location.

I'm just curious what, in your opinion 4th Avenue needs?

When people ask me what else this area needs, I usually draw a blank. We have miles and miles of retail along 5th Avenue, Flatbush, Atlantic Avenue, Smith Street, 7th Avenue, etc in this general area (many with boarded up storefronts).

What exactly do you think we need here?

I can perhaps think of something I want, but definitely nothing necessary comes to mind which can't be found within about a 10 minute walk already...

denton, unfortunately, you are wrong on this and I have tried to correct you several times before. It's simply NOT TRUE. The zoning is R8A with a C2-4 overlay. C2-4 permits retail. Look it up if you don't believe me.

11217, this immediate area could use a good grocery and some more restaurants and cafes. Sure, there's some stuff on 5th. But more retail space means lower retail rents means more variety of tenants and lower prices for the consumer. At least in theory. Plus, Gorilla has lines out the door!

I don't know much about it, but it is true that the only renters I can recall seeing in new 4th ave condo buildings are doctor's offices of one type or another, so what denton is saying makes sense. Otherwise it's quite a coincidence, no?

A grocery store couldn't hurt, nor would a pharmacy. As for restaurants and cafes, I think we're pretty well saturated with everything in park slope. And there are already a few coffee shops on 4th - root hill, and the lyceum, and crooked tail on 3rd.

Obviously I don't know about your negotiations with the developers, but I think you may be confusing a couple of things. Up until recently, developers in many parts of the city could get a "bonus" of residential square footage they could build if they included some space for a community facility (examples: space for a pre-school; a dormitory for students, etc.). So, during the bubble days many folks were pursuing such a tennant because it made for more space that they could build and sell.

I believe the city recently changed this program because it was found that many developers were abusing it (surprise!).

ah! yes pharmacy. this has been mentioned a lot... a duane reade on 4th ave would be great. seriously, it didnt occur to me until 2 weeks ago when i had to get a prescritption filled there are no pharmacies near me. (5th ave and 1st). none that are super close anyway. all the pharmacies near where i live also totally smell like the elderly.

I'm only an occasional commenter here, but it strikes me that you all are taking Rob's random, nonsensical statements a little too seriously. It seems more likely to me that he wants to get a rise out of you than that he actually wants to make a serious argument about doctors being pedophiles or whatever. But that's just my 2 cents.

Gemini - Your definition of "urban" seems a little off to me. Yes, the outer parts of Brooklyn are essentially suburban, but the area in question (park slope, brownstone brooklyn in general) is urban by any reasonable definition. You may get around by car, but this is not the case for the vast majority of people in this area, or in brooklyn in general. Just because there are trees and low buildings doesn't mean it's not the city - these are some of the most densely populated neighborhoods in the country. Any area in which walking is the most prominent means of getting around is urban beyond any question.

At the risk of injecting some content into this thread, Benson and Denton are both off on the community facility issue (Denton more so). A Zinka says, the area is zoned for commercial use on the ground floor. However, this building, and many like it utilized the community facility "bonus" to grab extra FAR in return for a community facility use - in this case a pediatrician's office. (You can look it up on their NB application - the ground floor is for retail and community facility use. When they get a CO, it will show up there too.)

The community facility hasn't changed the program - it's still there, ripe for abuse. However, the spate of contextual zonings has eliminated it from those areas that were rezoned - the bonus is not allowed in contextual districts.

So - Fourth Avenue IS zoned for retail, but many developers elected to forego that retail in exchange for additional residential FAR above. Expect your health care and social welfare needs to be well served on Fourth Ave.

So developers sold out the neighborhood so they could build a few extra floors of condos. Sure - doctor's offices and hospitals are nice - but in order to turn 4th Ave into "The park avenue of brooklyn" ground floor retail that is utilized daily would have been nice.

just realized park ave in manhattan is mostly doctor's offices on the ground floor of co-op buildings - maybe that's what they meant!!

So, what have we learned about 4th Ave apt buildings built under new zoning?

-I was wrong, technically, zoning allows for retail. Which is why you see big signs for retail in front of holes in the ground.

-Zoning also allows increase in FAR for community service needs. Therefore, Boymelgreen and it seems every other developer has elected to take the FAR and trade retail for CS. (I wonder about the Argyle).

-Therefore the end result is the same, and WBer's post is accurate:

"So - Fourth Avenue IS zoned for retail, but many developers elected to forego that retail in exchange for additional residential FAR above. Expect your health care and social welfare needs to be well served on Fourth Ave."


My sense then is that these 'retail' signs are developers fishing for a big box store to come in and sign a long lease with AAA credit. Then the owners who got caught with their pants down in the financial mess can take the lease to the banks and put up a building with no extra FAR.

gemini - Hm.. I can't figure out why that question would be relevant, unless you want to get into the whole "who was here first" thing, which I'm really not interested in. Suffice it to say I was born in NYC. But again, I don't see how that affects this question. All I was pointing out is that, while Brooklyn is obviously less dense than Manhattan (although more populous overall), this region at least is a long way from suburban.

Benson - I don't know of any initiative in the Council to change the community facility rule, but I would welcome it. At the very least, it should be a discretionary action with some sort of community oversight. Let the locals decide if they want a pediatrician on every corner!

Denton - "retail" signs on empty lots could be developers fishing. If it says "build to suit", most definitely.
