I see that all over Philly...essentially 6-7 courses of a running bond pattern and then a course "on end" to tie this face to the one behind it.
The iron think is part of a contraption from the 18th century where they strap adulterers to a building so they can be spat upon. :)

Scroll down to the bottom picture and you'll see a similar contraption, hanging off the corner of the building, a cage with a skeleton inside. This is the Wydah pirate museum in Provincetown, MA.
