Development Watch: 599 4th Avenue

All things considered, 599 4th Avenue isn't the worst piece of new architecture on Brooklyn's Park Avenue. The funnily-named "Bisney View" (what the heck does that refer to?) condo looks like it's nearing completion. While its conversion to rentals seems like a no-brainer, the sign on the side of the building still proclaims that it's for sale. Photos on the development's placeholder website also suggest the interior is just about done. Prices for units range from $333,000 to $1,980,000. We shall see. GMAP P*Shark DOB

It seems far from the worst that I've seen. The interiors, though, have the typical new-construction, lack-of-character look.
Bisney? Anyone?

Based on the photo, this looks much better than most of the bland boxes or crudely historicized buildings going up elsewhere on and near 4th Ave. It looks like a dignified echo of 1920s NYC apartment buildings.

stupid. reminds me of the condos on bergen street and vanderbuilt that i just saw this weekend with the huuuuuuuuuuuuge signage advertising "ipod dock" yeah let me plunk down a gazillion dollars for an ipod dock. SUCH an amenity (btw i wasnt looking AT condos i was hanging out at the fedder's row of buildings right across from them. and i never got peoples hate for those new construction fedder's buildings, but having been inside one this weekend i can vouch and say WOW pure garbage construction. i lol'd at the wall to wall carpeting (even tho i do like wall to wall carpeting.. dont ask) and the chalkiness of the whole place even tho it's been up for about 5 years. sorry if anyone lives in fedders row on bergen and vanderbuilt. also there are no backyards, it's just one giant parking lot!

I can't wait to see what they think they are going to sell for close to 2mill on a highway. The crack smoking has obviously continued unabated.

g10, I live near the building and pass it frequently. The building seems to have some subtle Chinese design cues. Maybe it's being marketed to them. Not far from Sunset Park, after all. And agree it's one of the better buildings on 4th.

The construction on this building actually looked pretty solid as it was going up, and they took their time. It's not that bad, and in this neighborhood, that's almost counts for praise.
The views from this place will be amazing. I know because they blocked my attic view of midtown when this went up. Anyone with a corner unit will see lots of water, the statue, nyc, downtown brooklyn, jersey city, all the bridges... They will also see the prospect expressway, but that's across the street and behind the buildings on that side of the street.
Hope that we get some decent retail on the ground floor.

Bisney is a wondering place to see and visit in Chad. That's cool that that apt has views that far.

One of their permits says the second floor is being converted to a "community facility." Any clue what that will be?

Mr B we agree sad as it is this building is architecturally a cut above all that new junk construction going on in all of Brooklyn...you know the garbage from Bricolage & Scarano. The designers did well with that roof water tank enclosure unlike that monstrosity atop the Forte...
Will be a rental though before you can figure out what Bisney means!

it's in the heart of SloGoGreen (South Slope/Gowanus/Greenwood Heights) the next hipsterest neighborhood centered on 4th avenue and Prospect Expressway.

A community facility could be a nonprofit or a medical office. Basically by setting aside space for this, you can build taller.

Thanks, tinarina. I was having images of a youth center or something. And, I also wondered how they got away with building so tall. The rest of 17th street is brownstone-type houses and this seemed out of context. The only thing that seemed to save it was having a 4th ave address and being on the corner.

Question for architects out there. If you check the DOB BIS site this building is an Alt. type 2 job described as a four story addition.
How is that possible? Has the old walk-up been "absorbed" into the building some how? Just curious...

4th Avenue has been zoned for these 12-14 story apt buildings. Instead of retail, the ground floors have been zoned for 'community service' uses.

If I recall (from daily walks by this corner since they started construction) they didn't completely tear down the existing brick building. That is perhaps why they can say 4-story addition.

Tax purposes. Leave a wee bit of the building and there is no change of use. They used it up and down 16th Street.
Not to say they won't get slapped with a fine (or a SWO like Sweet 16 did, during construction, for the same reason) at some point.
This is in Greenwood Hts./South Slope and certainly wins the 4th Avenue beauty contest...which is kinda sad.

pretty sure you can't change an Alt 2 to an Alt 1 on a PAA. You'd have to file a new job.
The Alt 1 was filed in 2004:
seems like they were pretty up front about what they were doing (the job description clearly states that they are adding 4 floors....)
Random Tangent: Is everyone aware of the DOB's proposal to post a 'zoning summary' of new building and alteration type 1 applications and allow the public a 1 month challenge period?
Any thoughts on that?

To spend all that money and have a balcony over looking 4th Avenue & Prospect Expressway doesn't seem to good. Car fumes will fill the air, and not to mention the noise.
I saw the layouts and they are the same old (yawn) boring crap. Living room / Dining room with Kitchen cabinets tucked away in the corner. Is this the cheap way out now that all builders seem to be doing? Instead of making a seperate kitchen, seperate Living room, they just make 1 big room and shove everything in it.
oh and another pet peeve, why can't any new construction ever have a window in the bathroom????
