Who Is Owen Banks?

Evidently Mr. Banks is responsible for the artwork on the side of a brownstone in the South Stuy. So far, no replies on BSB and Google is no help at all. Serious street cred for the reader who knows who this guy is!

Maybe Owen Banks is the brother of Robert Banks (AKA Banksy.) Same high contrast blank and white work. I dunno.
