Guv Signs "Scarano Bill" and New Building Safety Law

After killing a bill last week that would have increased DOB site inspections, Governor Spitzer has stepped up to the plate and signed into law two bills introduced by Assemblyman Jim Brennen (at left) that go a long way towards protecting the community from unscrupulous architects and builders. The first is the so-called "Scarano Bill" (after embattled architect Robert Scarano, at right), which enables the DOB to refuse to accept plans from an architect who in the past was proven to have knowingly made false filings with the Buildings Department. The second, known as the "exacavation and shoring" bill, requires contractors to provide proper shoring and other safety measures to protect adjacent properties during excavation; it also required them to carry liability insurance to cover any damage to adjacent properties. A third bill, which would empower the city to place a tax lien on a property for hazardous building violations, passed only in the Assemby.

Not sure who wins the "smile of the year award" between Jim and Bob. Both clearly smiling for their own reasons. The photo of Bob is at least 4 years old. Perhaps a current one may have more of a frown.

Forgot to add, it seems impossible to me that the provision that "required them to carry liability insurance to cover any damage to adjacent properties" was not already part of the building code.

Seems criminal that it took until 2007 to have this mandatory and certainly would have kept many an home owner out of civil court suing developers (and their contractors, architects, engineers, etc.) for damage to their property, uninsured and never paid.

Actually Mr Radufsky's Picture should be up there too. He taught Scarrano every illegal maneuver he has now become infamous for.
They should both be forced to live in one of the many shit boxes that they have sold to unsuspecting buyers (who are now left with nothing more than huge problems as well as legal bill) for millions of dollars over the last 10 years.
By the way - Marty Markowitz and every one else in Brooklyn should thank God for those few locals, who fought long and hard to stop the project that Katan and Radufsky tried to shove down the throats of the people on 15th and 16th street.
