Scarano in W'burg: On Hold or Not?

conselyeaA heads up from Dana Bushman over at Metblogs...I live by 2 of the currently "on hold" Scarano projects in Williamsburg and things are anything but on hold. People are already moving into The Casa at 92 Conselyea Street and other construction is still going on at 59-63 Conselyea Street. Any idea what happened at the July 12th Scarano hearings? How can people move into a buildings with no C of O when the project is still "on hold" according to the DoB?

Is that what is going on at The Washington on Washington and Dean? This project looks like its been ready since March!
