I have the mailboxes outside of my house by the front steps and they are still leaking. how on earth does the mailman get access to put mail in these?

the top opens for the mail man. see the top of the box there is a lock and it opens all the smaller boxes from the top.

it looks the the lock for mailman only goes for top row of boxes what's up with the bottom row and gym locks?

The top swings down and he can drop the mail into the bottom boxes. There aren't two rows, there is just a top door and the bottom doors for each box. The gym locks are apparently a duct-tape solution to missing key locks. The box on the far left still has its lock, but the others seem to have disappeared.
