If AECOM contributes enough to DeBlasio’s coffers (as witness current news stories), perhaps anything’s possible, including rezoning to permit this boondoggle. But if DeBlasio’s for it, Cuomo’s against it, so the prospect of cooperation from the Port Authority and the MTA seems rather remote.
