This formerly stalled construction site at 622 Grand Avenue in Crown Heights is finally seeing some action. A four-story, 10-unit building is planned for the site, according to the most recent application for a new building permit, which was disapproved.

At one time, Robert Scarano was the applicant of record, according to new building permits filed back in 2006, but it seems like construction didn’t start until last summer. The property last changed hands in 2005, when an LLC bought it for $328,000, according to public records.
