Seems like that block on Hoyt always gussies up right before the judging. Sticking a bunch of potted plants out to win a contest is kinda lame.

Based on the winning blocks that I am familiar with, this appears to be the botanical equivalent of the “Best Xmas Lights In Brooklyn” contest, with plants sitting in for tinsels and Santas.
