Some first-time landlords are having no luck renting an apartment using a broker. How should the owners list the apartment for rent and screen potential tenants?

Some first-time landlords are having no luck renting an apartment using a broker. The rental agent has shown the apartment only once in two months. The owners want to list the apartment themselves but aren’t sure how. What is the best way to do it and how should they screen tenants?
