Some stoop work led to a noise violation and a homeowner is trying to figure out who is responsible for resolving the issue. The contractor was issued a ticket for not having a noise mitigation plan, but the ticket has the homeowner’s address. Should the homeowner hold onto the final contractor payment until the ticket is resolved? What should the contractor have done before starting work?
